Expert opinions that are ordered by private customers include the verification of allocation applications (see German legal code § 10 (1) TEHG), auditing emission reports (see German legal code § 5 (3) TEHG) or the verification of emission data (see German legal code § 10 (1) DEV 2012 or § 11 (1) DEV 2020 from 2005 - 2012. These expert opinions are governed by general law because they are not ordered by a competent court.
From 2013 onwards only accredited verifiers may verify emission reports or allocation applications (see German legal code § 21 TEHG).
