In Germany publicly certified experts have a special role in the delivery of expert opinions due to their exceptional qualification. This role extends to expert opinions for courts, public attorneys, marshals or the police. It is because publicly certified experts are independent and impartial that the rules of procedure require German courts to call publicly certified experts to the witness box when they need an expert opinion (see German legal code, e.g. § 404 (2) ZPO; § 73 (2) StPO or § 98 VwGO).
According to information by the 
German Emissions Trading Authority, 799 complaints against allocation decisions were filed
during the first comittment period of the EU emission trading scheme (2005-2007) in Germany.
